{"id":84886,"date":"2024-12-22T23:16:55","date_gmt":"2024-12-23T04:16:55","guid":{"rendered":"https:\/\/www.freeburmarangers.org\/?p=84886"},"modified":"2024-12-22T23:17:53","modified_gmt":"2024-12-23T04:17:53","slug":"chemical-weapons-delivered-by-burma-army-drone-in-shan-state","status":"publish","type":"post","link":"https:\/\/wp.freeburmarangers.org\/my\/2024\/12\/22\/chemical-weapons-delivered-by-burma-army-drone-in-shan-state\/","title":{"rendered":"Chemical Weapons Delivered by Burma Army Drone in Shan State"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Chemical Weapons Delivered by Burma Army Drone in Shan State<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>22 December 2024<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Circumstances of the Chemical Weapons Use<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Dec. 7, 2024, in the Moe Bye area of southern Shan State near the border of Karenni State, the Burma military used aerial drones to disperse aluminum phosphide insecticide which caused several people to become sick with nausea and dizziness, as corroborated by an FBR medic on the ground.&nbsp;FBR reviewed photographs provided by the Karenni National Defense Force (KNDF) in relation to the Dec. 7 incident and found that the fumigation containers to be labeled in Burmese, suggesting the insecticide was manufactured domestically. Each container appears to be marked with the skull and crossbones insignia used in Burma to denote toxic material and&nbsp;bears the Latin script, &#8220;S-PHOS 560.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Dec-10-1-1024x771-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"708\" src=\"https:\/\/www.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Dec-10-1-1024x771-1.jpg\" alt=\"\" class=\"wp-image-84895\" srcset=\"https:\/\/wp.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Dec-10-1-1024x771-1.jpg 1024w, https:\/\/wp.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Dec-10-1-1024x771-1-300x207.jpg 300w, https:\/\/wp.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Dec-10-1-1024x771-1-768x531.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption><em>Six canisters of insecticide deployed by the Burma Army drone<\/em> <em>(photo provided by the KNDF)<\/em>.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/wisarra.com\/en\/product\/117\">Research of &#8220;S-PHOS 560\u201d<\/a> led to an agricultural chemical manufacturer in Yangon called Wi Sar Ra, which produces a product by that name, with the same label, containing aluminum phosphide 560g\/kg. The canister depicted on the Wi Sar Ra site is a different container, but it is visually clear it is the same &#8220;S-PHOS 560&#8221; manufacturer and product.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Fumigant-Manufacturer-Comparison-895x1024-1.png\"><img loading=\"lazy\" decoding=\"async\" width=\"895\" height=\"973\" src=\"https:\/\/www.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Fumigant-Manufacturer-Comparison-895x1024-1.png\" alt=\"\" class=\"wp-image-84897\" srcset=\"https:\/\/wp.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Fumigant-Manufacturer-Comparison-895x1024-1.png 895w, https:\/\/wp.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Fumigant-Manufacturer-Comparison-895x1024-1-276x300.png 276w, https:\/\/wp.freeburmarangers.org\/wp-content\/uploads\/2024\/12\/Fumigant-Manufacturer-Comparison-895x1024-1-768x835.png 768w\" sizes=\"auto, (max-width: 895px) 100vw, 895px\" \/><\/a><figcaption><em>Canister compared with online manufacturer product<\/em> <em>(bottom photo provided by the KNDF)<\/em>.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Aluminum phosphide <a href=\"https:\/\/en.wikipedia.org\/wiki\/Aluminium_phosphide\" data-type=\"URL\" data-id=\"https:\/\/en.wikipedia.org\/wiki\/Aluminium_phosphide\">converts to phosphine gas<\/a> when it comes into contact with moisture. It can take up to a few days for the phosphide in the tablet to fully exhaust in the form of phosphine. These characteristics make aluminum phosphide ideal for the military to deploy in low-lying spaces, as phosphine gas itself is heavier than air and is likely to linger and harm after the drone leaves the area. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dropping insecticide from drones allows the Burma Army to terrorize people easily on the ground but also gives the military an opportunity to deny that it dropped the canisters. These insecticides are not closely-regulated chemical toxins delivered with distinct military systems, which gives the Burma Army some plausible deniability that it used chemical weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Other Instances of the Burma Military&#8217;s Weaponization of Chemicals<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There have been other recent instances where the Burma Army has reportedly weaponized chemical substances to harm life:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November of 2023, in Lashio Township, Shan State, <a href=\"https:\/\/www.irrawaddy.com\/news\/burma\/myanmar-junta-will-continue-to-use-chemical-weapons-mndaa.html\">a bomb was dropped<\/a> that caused \u201cdizziness, breathlessness, nausea, extreme agitation, fatigue and low blood oxygen levels.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March of 2024, <a href=\"https:\/\/www.irrawaddy.com\/news\/burma\/myanmar-junta-using-chemical-weapons-pa-o-army.html#google_vignette\">there were reports from southern Shan State<\/a> of bombs being dropped that caused \u201coxygen depletion, fatigue, dizziness, rapid breathing and itching.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early 2024, Karenni troops in Hpasawng Township, Karenni State, <a href=\"https:\/\/progressivevoicemyanmar.org\/2024\/07\/19\/suspected-use-of-chemical-weapons-in-karenni-state-and-throughout-burma-raise-alarm\/\">experienced \u201cshortness of breath, dizziness, and vomiting,\u201d<\/a> leading them to suspect the use of chemical weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early October, 2024, FBR volunteers witnessed people becoming ill after Burma Army munitions targeted our positions in Dooplaya District, Karen State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Chemical Weapons<\/strong> <strong>under International Law<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The use of toxic chemicals as weapons in conflict has been widely condemned and increasingly&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/disarmament.unoda.org\/wmd\/chemical\/\" target=\"_blank\">proscribed<\/a>&nbsp;ever since chlorine, phosgene, and mustard gas were first used to devastating effect in World War I. Since its entry into force in 1997, the&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.opcw.org\/chemical-weapons-convention\" target=\"_blank\">Chemical Weapons Convention<\/a>&nbsp;has specifically&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.opcw.org\/chemical-weapons-convention\/articles\/article-i\" target=\"_blank\">prohibited<\/a>&nbsp;the manufacture and use of chemical weapons. In addition to prohibiting the production and use of toxic chemicals that have no potential purpose other than as weapons, the Convention bans the weaponization and use in combat of &#8220;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.opcw.org\/chemical-weapons-convention\/annexes\/annex-chemicals\/schedule-3\" target=\"_blank\">Schedule 3 Chemicals<\/a>,&#8221; which include materials such as pesticides and other&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.opcw.org\/chemical-weapons-convention\/annexes\/annex-chemicals\/annex-chemicals\" target=\"_blank\">materials<\/a>&nbsp;that &#8220;may be produced in large commercial quantities for purposes not prohibited,&#8221; such as for agriculture and manufacturing. The Government of Myanmar is one of the 193 states parties to the Chemical Weapons Convention, having originally signed the agreement in 1993 and later fully&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.opcw.org\/sites\/default\/files\/documents\/EC\/79\/en\/Myanmar_-_Statement_at_EC_-_79.pdf\" target=\"_blank\">ratified<\/a>&nbsp;its terms in 2015.&nbsp;As one of the 193 states parties to the Convention, Myanmar is bound to abide by its terms.
