At least seven civilians <\/span><span style=\"font-weight: 400;\">were<\/span><span style=\"font-weight: 400;\"> killed and eight injured, an IDP camp <\/span><span style=\"font-weight: 400;\">was<\/span><span style=\"font-weight: 400;\"> hit by artillery and village homes <\/span><span style=\"font-weight: 400;\">were<\/span><span style=\"font-weight: 400;\"> set ablaze <\/span><span style=\"font-weight: 400;\">by the Burma Army<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most of the fighting <\/span><span style=\"font-weight: 400;\">occurred<\/span><span style=\"font-weight: 400;\"> in Kuthkai Township, northern Shan State, with a total of nine clashes taking place involving multiple ethnic armed organizations (EAOs) and three Burma Army Light Infantry Divisions (LIDs).<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Civilians Affected by Landmines<\/b><\/p>\n<p><span style=\"font-weight: 400;\">One civilian died and at least six <\/span><span style=\"font-weight: 400;\">were<\/span><span style=\"font-weight: 400;\"> wounded by landmines in northern Shan State in November.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">T<\/span><span style=\"font-weight: 400;\">wo males from Sai Hkau Village <\/span><span style=\"font-weight: 400;\">i<\/span><span style=\"font-weight: 400;\">n Kuthkai Township were riding their motorcycle when they hit a landmine planted by the Ta\u2019ang National Liberation Army (TNLA) on November 9<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> according to Kachin Independence Army (KIA) reports.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a similar incident in Chyauk Me Township, two women triggered a landmine while riding their motorbike near Chyauk Me Village. 20-year-old Lwin Hkam Yin was taken to the hospital in critical condition and later died of her wounds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On November 22, Mr. Kyaw Hla from Mai Ngaw Village was travelling <\/span><span style=\"font-weight: 400;\">by<\/span><span style=\"font-weight: 400;\"> car to the Buddhist <\/span><span style=\"font-weight: 400;\">u<\/span><span style=\"font-weight: 400;\">mbrella decorating festival with his family when they drove on a landmine in Manton Township.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Jade Scavengers Killed in Hpakant Township<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Hpakant Township is a land of jade mines. <\/span><span style=\"font-weight: 400;\">P<\/span><span style=\"font-weight: 400;\">rivate scavengers<\/span><span style=\"font-weight: 400;\">, day laborers vulnerable to dangerous conditions in the quarries,<\/span><span style=\"font-weight: 400;\"> work without mining company permission to salvage whatever pieces of jade the mining machines missed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Burma Army shot and killed two such scavengers this month while operating as security for two mining companies in Hpakant Township.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On November 14<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">, soldiers from the Burma Army Light Infantry Battalion (LIB) 119 <\/span><span style=\"font-weight: 400;\">fired their weapons at<\/span><span style=\"font-weight: 400;\"> scavengers at the Yatana Chye Kyauk Myet Company mine, hitting 24-year-old Kyaw Myo Htoon in the ribs, killing him instantly. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A 35-year-old Arakan man died on the 19<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> when he was shot by the Burma Army at the Nam Man San Shwe Compay Mine.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are not isolated incidents. The Burma Army <a href=\"https:\/\/www.freeburmarangers.org\/2018\/08\/03\/july-16-31-clash-summary-kachin-state-northern-shan-state\/\">fired upon miners twice<\/a> in Danai Township this past July.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Displacement and Looting in Kachin State<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Most of the conflict in recent months has been focused in northern Shan State; however, the Burma Army has also\u00a0<\/span><span style=\"font-weight: 400;\">launched several attacks<\/span><span style=\"font-weight: 400;\"> in Kachin State in November.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At\u00a00600 on November 13th, an estimated 100 Burma Army soldiers from infantry battalions (IBs) 37 and 121 assaulted the KIA 22<\/span><span style=\"font-weight: 400;\">nd<\/span><span style=\"font-weight: 400;\"> Battalion post at Kawng Ja in Njang Yang Township. The fighting that ensued forced 30 people from nearby Sut Ra Village and 10 people from Kawng Ja Village to flee north into Sumprabum Township.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The villagers returned two nights later to pillaged homes. After burning the KIA post to the ground, the Burma Army had looted the villages and set fire to some homes, shops and kitchens.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Kuthkai Township<\/b><\/p>\n<p><span style=\"font-weight: 400;\">On November 6, TNLA 1<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\"> Brigade soldiers clashed with soldiers from both Burma Army LIDs 77 and 88 between Man Sa Awn Village and Na Pying Village.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the 8<\/span><span style=\"font-weight: 400;\">th <\/span><span style=\"font-weight: 400;\">at 1500, a larger battle ensued when Burma Army LID 99 attacked TNLA soldiers resting in Da Hkai Sai Hkau Village. The fighting continued through the night and forced villagers to seek refuge in the jungle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Between the 11<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> and the 12<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> LID 99 clashed three times with TNLA forces east of Tamungnye Town.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LID 99 stopped and searched two males on their way to a volleyball tournament on the 26<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">. The Burma Army soldiers blindfolded and beat the two men until they were released later in the day.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Myanmar Nationalities Democratic Alliance Army (MNDAA)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Burma Army LID 99 clashed four times in November with the MNDAA in the Mungji Sub-township of Kuthkai Township.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At 1925 on November 6<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">, a combined MNDAA and KIA force defended an hour-long attack by 80 soldiers from Burma Army LID 99. The clash took place in between Loi Tawng and Lung Wai and <\/span><span style=\"font-weight: 400;\">resumed<\/span><span style=\"font-weight: 400;\"> the following morning at 0730.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On November 9<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> and 10<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">, the MNDAA defended against <\/span><span style=\"font-weight: 400;\">approximately<\/span><span style=\"font-weight: 400;\"> 80 LID 99 soldiers around Hu Hin Village, leaving two MNDAA soldiers wounded. There was another clash between the two sides on November 12<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Burma Army Artillery Lands in Chiphwe IDP Camp<\/b><\/p>\n<p><span style=\"font-weight: 400;\">At 2100 on November 25<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">, Burma Army LIB 321 based in Chiphwe Town fired three 105mm howitzer shells, two of which landed inside Chiphwe IDP Camp.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One shell landed near the Lhoyo Church in the camp and the other <\/span><span style=\"font-weight: 400;\">shell<\/span><span style=\"font-weight: 400;\"> tore through the roof of an IDP\u2019s home. Neither detonated and no one was injured or killed.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Fighting Between EAOs Displaces Over\u00a01,000 People<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Clashes between EAOs in northern Shan State \u00a0<\/span><span style=\"font-weight: 400;\">have displaced a<\/span><span style=\"font-weight: 400;\">n estimated 1093 people in Manton, Thienni, and Kuthkai townships from November 13<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">-17<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">. \u00a0<\/span><span style=\"font-weight: 400;\">Their displacement is <\/span><span style=\"font-weight: 400;\">due to fighting between the Restoration Council Shan State\/Shan State Army \u2013 South (RCSS\/SSA-S) and Northern Alliance members TNLA, MNDAA, and the Shan State Progressive Party\/ Shan State Army \u2013 North (SSPP\/SSA-N).
